Terms of use
Last updated: October 23, 2026
These terms govern the use of Darsumi by visitors and residents. By using the service, you accept them.
The service
Darsumi is a platform by MSC Development Group LLC for reporting problems in public spaces to participating municipalities and following how they are handled. Each municipality decides how and when it handles each report; we do not guarantee that a problem will be fixed or by when.
Darsumi is not an emergency service. If anyone is in danger, call 9-1-1.
Your access
You sign in by verifying a phone number that belongs to you or that you are authorized to use. Do not share the codes we send you. You are responsible for what is sent from your session.
What you report
- Report real situations in public spaces, with truthful information.
- Do not include other people's personal data, or content that is illegal, offensive or invades anyone's privacy.
- By sending a report and its photos, you allow your municipality and us to use them to handle it, and the municipality to publish a moderated summary on its public map, as the Privacy policy explains.
Acceptable use
Do not use the service to send false or repetitive reports, harass others, access data or accounts without permission, interfere with how it works or use it in an automated way without our permission. We may suspend access for anyone who does.
Text message program
- Program: Darsumi. You will receive sign-in codes and updates about your reports and your municipality's messages.
- Frequency: varies with your reports, up to 8 messages a day.
- Message and data rates from your mobile carrier may apply.
- Reply STOP to cancel at any time; we will confirm the cancellation and you will receive no more messages. Reply START to receive them again.
- Reply HELP for help, or write to info@mscpayroll.com.
- Carriers are not liable for delayed or undelivered messages.
- The Privacy policy explains how we treat your number. We do not share or sell it to third parties for marketing purposes.
Municipalities and their staff
Municipalities' use of Darsumi is governed by the agreement each municipality signs with MSC Development Group LLC. Municipal staff use the service under that agreement and their municipality's rules.
Warranties and liability
We provide the service as is and as available. To the extent the law allows, we are not liable for indirect damages or for the decisions a municipality makes about a report.
Changes
We may update these terms. We will post the new version here with its date; if you keep using the service, you accept the version in force.
Governing law
These terms are governed by the laws of Puerto Rico and the applicable federal laws of the United States.
